General Barili Charged with Violating the Laws of War

According to Главком: Ukraine's Security Service (SBU) has formally charged Russian Major General Denis Barili in absentia with violating the laws of war. In March 2022, Barili commanded the 55th Separate Motor Rifle Brigade of Russia's 41st Combined Arms Army, part of the Central Military District. His unit was involved in the occupation of the village of Yahidne, located near Chernihiv. This case is part of Ukraine's broader effort to document alleged Russian war crimes committed during the full-scale invasion.

Appalling Conditions for Detained Civilians

Following the village's capture, Russian troops held 369 civilians captive in the basement of a local school. Among the prisoners were 69 minors, including infants. The detention conditions were described as horrific:

  • Each person had less than half a square meter of space;
  • The basement lacked ventilation, lighting, water supply, sanitation, and sleeping areas;
  • As a result of these conditions, 10 civilians died, and their bodies were left in the basement alongside the living for an extended period.

General Barili was charged under Part 1 of Article 438 of Ukraine's Criminal Code, which covers violations of the laws and customs of war. This incident has drawn significant attention as a stark example of alleged human rights and humanitarian law violations during the conflict. The pursuit of charges against a high-ranking officer underscores the gravity with which Ukrainian authorities are treating such allegations, even when the accused is beyond their immediate reach.
