How many entrepreneurs are registered in Ukraine at the beginning of 2026

As of the beginning of 2026, over 2.18 million individual entrepreneurs are registered in Ukraine. This data became available after the resumption of public access to the Unified State Register. This is reported by Opendatabot.

According to updated information, as of January 2026, there are 2,181,217 individual entrepreneurs in Ukraine. In less than a month, their number has increased by approximately 6,000 compared to the end of 2025. At the same time, over four years of full-scale war, the total number of entrepreneurs has increased by 194,000.

The restoration of open data became possible after the order of the Ministry of Justice of Ukraine, effective January 19, 2026. The document provides for the repeated publication of information from the Unified State Register regarding companies, individual entrepreneurs, and public formations in the format of open data.

Compared to 2024, the number of active individual entrepreneurs has increased by 14,412. This indicates the preservation of entrepreneurial activity, despite the difficult economic situation and wartime challenges.

Dynamics of Business Growth During the Years of War

At the same time, statistics show a gradual slow down in the growth rate. The largest jump was recorded in 2023, when the number of individual entrepreneurs increased by more than 5%. In 2024, the growth rate decreased to 3.5%, and in 2025 to 0.39%.

Experts explain this by the adaptation of business to wartime conditions, changes in tax burdens, and limited opportunities for scaling small businesses.

It should be noted that Ukraine lost 250 thousand individual entrepreneurs over the year.
