During the full-scale invasion, Russia attracted 1.3 million people to the war against Ukraine. This information was provided by 'Glavkom' by the head of the Main Directorate of Intelligence of the Ministry of Defense Andrey Yusov in response to a request.
In 2023, about 406,000 people were attracted (as part of the recruitment program for Russian citizens for contract military service);
In 2024 – about 440,000 people (as part of the recruitment program for Russian citizens for contract military service);
In the first half of 2025 – about 200,000 people (as part of the recruitment program for Russian citizens for contract military service).
According to Ukrainian intelligence, in total, in 2025, the aggressor state planned to send more than 375,000 people to war.
Reinforcement of human resources in the Russian army
The key territories for replenishing human resources in the Russian army are the Central and Volga Federal Districts. This year, the occupiers also intend to mobilize about 8,500 citizens from temporarily occupied territories of Ukraine controlled by the enemy on a contract basis. The largest number is from the Autonomous Republic of Crimea (about 2,600 people), Donetsk (about 2,500 people), and Luhansk (about 2,400 people) regions.
Earlier, the Foreign Intelligence Service of Ukraine estimated: the mobilization resource of the Russian Federation is 25 million people.
As reported by 'Glavkom', at the end of 2023, it became known that in temporarily occupied territories, Russia demobilized and sent more than 100,000 Ukrainians to the front. Most of the Ukrainians were mobilized in regional, district centers and mining settlements.
