Why Solar Energy Won't Solve Ukraine's Blackout Problem
According to ХВИЛЯ: In a statement on February 18, energy expert Oleh Popenko explained that solar power stations cannot solve Ukraine's electricity shortage crisis. The core issue is a lack of flexible, dispatchable power capacity needed to cover peak demand in the morning and evening.
Popenko noted that while solar panels will become more effective from March onward and Ukraine's total solar generation can reach up to 10% of the energy mix, this is insufficient to ensure grid stability. Currently, solar feeds about 1.8 to 2 gigawatts into the grid, but this falls short of meeting peak demand periods. Ukraine's energy grid has been severely damaged by targeted attacks, making the need for reliable power even more critical.

Consequently, despite the growing share of solar energy in the national energy balance, the problem of power outages remains acute.
The Critical Need for Energy System Modernization

While increasing the share of renewable energy is a national priority, it is also essential to ensure adequate support for traditional forms of generation that can cover peak loads. This challenge is becoming especially urgent amid rising electricity consumption and the diminished capacity of thermal power plants.
