Ukrainian Military Recruitment Officials Face Fines Up to 34,000 Hryvnias for Violating New Rules

Fines Imposed on Ukrainian Military Recruitment Officials

According to Главком: Ukrainian authorities have begun fining staff at Territorial Recruitment and Social Support Centers (TCC) for failing to comply with new regulations for notifying citizens. Since July 17, 2024, TCC personnel have been required to document these notifications with photo and video evidence, leading to stricter enforcement. Fines for not using video recording equipment range from 17,000 to 34,000 Ukrainian hryvnias (approximately $400 to $800 USD). These centers are responsible for military conscription and mobilization efforts.

In one of the first cases, a coastal district court in Odesa found a rifleman from a security unit guilty and imposed a fine of 17,000 hryvnias. Similar fines were issued to:

  • An officer from a recruitment and staffing department in Odesa;
  • A lieutenant serving as a senior notification group leader, who was also fined the same amount.

A more severe penalty of 34,000 hryvnias was given to a serviceman from the second department of the Tulchyn TCC, whose fine was upheld by an appellate court.

Representatives from TCCs in the Odesa region feature most prominently among those fined, highlighting a need for tighter oversight of the new requirements. According to the Internal Service Charter of the Armed Forces of Ukraine, 'servicemen must constantly exemplify high culture, modesty, and restraint, safeguard military honor, protect their own and respect the dignity of others.'

The court also noted that 'the specified violation is obvious and negatively impacts the state of legality and order in the Armed Forces of Ukraine. Such an attitude toward the execution of Ukrainian laws and other legal acts is unacceptable, creates preconditions for new violations, and therefore requires a response.'

Furthermore, the court issued verbal reprimands to several servicemen who did not comply with the new rules. These included:

  • A serviceman at a checkpoint in Koncha-Zaspa;
  • A rifleman-medic from the Mykolaiv region;
  • A staff sergeant from the Poltava region;
  • A driver from the Zhytomyr region.

The new rules, introduced by Defense Minister Rustem Umerov, demand a more responsible approach from TCC personnel, which now includes filming notification procedures.

New Technologies Introduced into Notification Process

Following instructions from the Minister of Defense, Denys Shmyhal, TCCs must conduct all raids using body cameras starting September 1, 2025. This signals a trend toward adopting new technologies for notification and monitoring compliance within the Ukrainian Armed Forces. Currently, fines for negligent service serve as a key tool for maintaining order and adherence to the new military regulations.

The introduction of new notification requirements and the fining of TCC personnel underscore a growing focus on discipline and legality within the Ukrainian military. The use of video recording could be a significant step toward increasing transparency and accountability in the performance of official duties. This innovation may also serve as an example for other state bodies in implementing modern technologies to improve oversight and legal compliance.
