Criminal Proceedings Against Spartak Subbota Terminated
According to Главком: Law enforcement has closed the criminal case against blogger Spartak Subbota, who was suspected of forging educational documents. The closure was executed under Article 284, Part 1, Clause 3-1 of the Criminal Procedure Code of Ukraine, as the statute of limitations for prosecution had expired. Subbota had previously faced fraud accusations, including the allegation that for five years he had falsely presented himself as a Candidate of Sciences prior to actually defending his dissertation. This case highlights ongoing challenges in Ukraine regarding the verification of academic credentials.
Response from the Ministry of Education and Science
The Ministry of Education and Science of Ukraine stated there was a possible instance of forgery and intentional use of falsified documents. To verify the information, the Ministry sent inquiries to the state enterprises 'Information and Image Center' and 'Inforesource'. Responses from these entities indicated that records of a master's diploma were absent from the Unified State Electronic Database on Education (EDEBO), and the Ministry had not issued a certificate recognizing any foreign educational document for Subbota.
"During the inspection, it was found that the materials of the certification case for awarding the academic degree to Subbota S.O. contained properly certified copies of documents. Subsequently, the Ministry sent inquiries to the state enterprises 'Information and Image Center' and 'Inforesource' to confirm the existence of the specified educational documents in the registries," the Ministry of Education and Science noted.
Upon receiving this information, the Ministry of Education forwarded it to the National Police of Ukraine. "We have already transferred this information to the National Police of Ukraine with a request to verify the possible fact of forgery and intentional use of falsified documents by Spartak Oleksandrovych Subbota," added the Ministry.
However, due to the expiration of the statute of limitations, the criminal proceedings against Subbota were closed, a decision that has sparked public debate about the potential consequences of such actions.
The termination of the case has provoked public dismay, raising discussions about the effectiveness of the justice system and the possibility of evading accountability for document forgery. It also risks undermining trust in educational institutions and has prompted calls for stricter controls over the quality of diplomas and academic degrees in Ukraine.
