Doubts Over Ukraine's Migration Goals

According to ХВИЛЯ: Vasyl Voskoboinik, head of the Office for Migration Policy, has expressed skepticism about Ukraine's ability to attract 300,000 migrants annually to offset its severe population decline. He considers this target unrealistic, stating the country cannot rely on either a significant rise in birth rates or on immigration to solve the demographic crisis. Voskoboinik noted that even before the full-scale war began, Ukraine was experiencing a stark imbalance, with roughly 500,000 deaths annually compared to only about 200,000 births.

Proposed Strategy for Attracting Foreign Migrants

The expert identified attracting foreign students to Ukrainian higher education institutions as the most promising path for migration. To achieve this, he argues the following steps are necessary:

  • Elevate the overall standard of education;
  • Ensure the availability of courses taught in English;
  • Implement a mandatory Ukrainian language course.

Voskoboinik also pointed out that in any country, no more than 5% of the population is inclined toward entrepreneurship, a factor which further limits the potential for attracting migrant entrepreneurs.

Separately, the official commented on the contentious issue of forcibly returning Ukrainian men from abroad. He doubts that any German authorities, for instance, would systematically check Ukrainian men for military registration documents or deferrals. The EU's temporary protection status is set to remain in effect until nearly March 2027, which creates a specific set of circumstances for Ukrainians residing abroad.

Given the immense demographic challenges, economic pressure may become a significant factor. A more likely scenario than forced return, according to Voskoboinik, could involve restricting social benefits for Ukrainian men of conscription age who are abroad. Overall, the situation demands a comprehensive strategy to address demographic issues and manage migration.

Improving educational standards and attracting international students could be vital steps, though they would require concerted effort from the state and educational institutions.
