Schools Now Required to Verify Military Registration Documents

According to ХВИЛЯ: Ukraine's Ministry of Defense has announced that schools must verify that draft-age male students possess an electronic military registration document (e-VOD). This digital document carries the same legal weight as its paper counterpart, as established by law. The e-VOD is valid for one year from the date of issuance. Young men are registered annually between January 1 and July 31 in the year they turn 17.

Rules for e-VOD Verification

According to Cabinet of Ministers Resolution No. 1487 of December 30, 2022, educational institutions are designated as organizations responsible for maintaining personal military records. For the vast majority of students, the military registration document exists only in digital format. Schools cannot demand a paper document instead of the electronic one. The e-VOD is generated through the Reserve+ app or the Diia portal. Its legal status is defined by paragraph 9 of Cabinet of Ministers Resolution No. 559 of May 16, 2024.

Schools verify the e-VOD by scanning its QR code using the Reserve+ app. If a school lacks the technical capability to scan QR codes, verification can be performed at the district Territorial Recruitment and Social Support Center (TCC). It is important to note that a paper military registration document is only required for specific categories, such as conscripts within the Security Service of Ukraine (SBU) and intelligence agencies.

The Ministry of Defense of Ukraine emphasizes: 'The e-VOD, whether displayed on a phone screen or printed out, has the same legal force. This is a direct legal provision, not a recommendation.'

Consequently, draft-age students must ensure they have an e-VOD, and educational institutions must comply with verification requirements.

The introduction of mandatory e-VOD checks in schools highlights the growing role of digital technology in military registration and administration. This change aims to streamline the conscript tracking process and reduce bureaucratic hurdles. Since the e-VOD holds equal legal standing to paper documents, it lowers the risk of fraud or errors during document checks, which is crucial for maintaining transparency in the conscription system.
