According to ХВИЛЯ: This article discusses the sanctions imposed on gas supply and distribution companies in Ukraine for violating legislation, including fines and revocation of licenses. The National Commission for State Regulation in the Field of Energy and Public Utilities (NERC) makes decisions on the application of sanctions that can have a significant financial impact on companies.

For non-compliance with technical standards, the fine can range from 3,000 to 100,000 non-taxable minimum incomes of citizens, which corresponds to 51,000 to 1.7 million hryvnias. For example, in 2021, the company 'Kyivoblgas' was fined 850,000 hryvnias, while in 2025, 'Ternopilgas' received a fine of 770,000 hryvnias. These measures are part of the system for monitoring compliance with legislation in the energy sector.

Systematic violations and their consequences

In addition, the fine for manipulating in the wholesale energy market can reach 27 million non-taxable minimum incomes, amounting to nearly half a billion hryvnias. NERC has the right to impose sanctions even five years after the violation occurred, emphasizing the seriousness of the regulator's approach to market control. All collected funds are directed to the state budget of Ukraine, indicating the importance of financial revenues for the country amid current challenges.

For systematic violations, companies face the following measures:

  • warnings;
  • fines;
  • suspension or complete revocation of licenses.

This indicates that NERC is actively working to ensure compliance with legislation in the energy sector, aiming to increase the level of responsibility of gas supply companies.

The application of sanctions against gas companies in Ukraine is an important step in ensuring legality and transparency in the energy market. NERC, as a regulator, aims to prevent violations and ensure stability in the sector, which has a direct impact on the country's economy and the well-being of consumers. Increasing the responsibility of companies for their actions may also contribute to the development of a competitive environment and improve service quality for the population.
