According to ХВИЛЯ: In 2026, Ukrainian households without access to natural gas or central heating systems can apply for a one-time annual subsidy to help cover the cost of solid fuel. The Pension Fund of Ukraine has detailed how this assistance, which is calculated individually based on family income, will work. This support is provided in addition to, and does not cancel, other existing utility subsidies.

This subsidy is designed for households that rely exclusively on solid fuels like coal or firewood, as well as liquid domestic fuel, for heating. The payment is made once per year upon personal application, and receiving it does not affect eligibility for monthly subsidies on other utilities. For context, in 2025, the state-set benchmark price for fuel was 4,187.97 hryvnias per ton, with a guaranteed minimum annual provision of 2 tons per household.

The subsidy amount is calculated individually for each family based on their total income from the previous calendar year. The final sum is determined by subtracting a mandatory percentage payment, which the household must cover itself, from the total cost of the annual fuel norm. Last year, for example, the average subsidy in the Zakarpattia region amounted to 5,661 hryvnias.

How to Apply

Applications and income declarations can be submitted through several channels:

  • In person at service centers of the Pension Fund of Ukraine, Administrative Services Centers (ASCs), or through authorized representatives of the local community.
  • Online via the web portal of the Pension Fund of Ukraine or through the 'Diia' government services app.

Supporting documents, such as a housing rental agreement or paperwork on restructured utility debts, may also be required.

The introduction of this solid fuel subsidy is a significant measure to support households lacking centralized heating, particularly amid rising global energy costs. This program aims to ensure warmth for those dependent on alternative fuels, and its non-interference with other state aid forms is crucial for easing the financial burden on families during a challenging economic period.
