47 thousand fines for military registration: who and how much pays
At the beginning of October, 47,046 fines for violations of military registration rules were recorded in Ukraine. As reported by Open Data Bot, 14,454 cases, or about one-third of the total number, have already been completed.
On average, Territorial Centers for Monitoring Military Registration open about 4,500 new cases every month. The record for the number of openings was set in July last year, when 7,595 cases were opened. The July fines in the capital made up 26% of the total number of cases, amounting to 1,999 fines.
In 2025, 18 regions of Ukraine have already opened more than a thousand cases. Kyiv became the leader in the number of cases - 7,163, which represents 15% of the total number. In second place is Sumy region (4,251 or 9%), followed by Odesa region (3,995 or 9%), Dnipropetrovsk region (3,846 or 8%) and Kharkiv region (3,349 or 7%).
The lowest indicators were recorded in western Ukraine and in active combat zones. For example, in Lviv region, 626 cases were recorded, in Rivne - 464, in Ivano-Frankivsk - 315, in Kherson - 137, and in Luhansk region - only 11 cases.
The majority of those fined are men aged 25 to 45 (80% of the total), while women accounted for only 0.2% of this violation. From July 31, 2025, a new mechanism for registering women with medical or pharmaceutical education on military registration has been implemented, leading to 26 cases against women under the new rules.
Sumy city military enlistment center became the leader in activity, opening the largest number of cases against one person in the country - 9 fines against two men this year, as well as 8 fines against another man.
