Deputy Head of Odesa Regional Council Caught in $50,000 Bribery Scheme, SBU Says
Extortion in the Odesa Region
According to Главком: Ukraine’s Security Service (SBU) has uncovered a case of bribery involving the deputy chairman of the Odesa Regional Council, who allegedly demanded $50,000 from a local entrepreneur. The payment was sought in exchange for expediting construction permits for a cottage development near the Black Sea port city. The official promised the businessman smooth document processing, but threatened to deliberately delay approvals if the bribe was not paid.
Arrests and Investigation
To carry out the scheme, the deputy council head enlisted the help of a secretary from a village council in the Odesa district and the director of an engineering firm. SBU agents documented the criminal activities and apprehended the suspects after they received the first installment of the bribe-$10,000. Searches of the premises uncovered documents and other physical evidence linking those arrested to the illegal operation.
The deputy head of the regional council has been formally notified of suspicion, and authorities are considering similar charges against the other participants in the scheme. Separately, law enforcement in Kyiv detained a man on suspicion of extorting $30,000. This individual allegedly threatened to kill and spread negative information on social media out of jealousy over his wife, who worked for the victim.

Uncovering such schemes could mark a significant step in combating corruption and strengthening trust in state institutions. Continued investigations and greater transparency in the issuance of permits may also improve the business climate in the region.
