According to Главком: Ukrainian intelligence and military units are actively using the Telegram messenger app in their operations against Russian invaders and their agents. In response to this, members of parliament are expected to soon introduce draft law No. 11115, which aims to establish a regulatory framework for the platform's operation within Ukraine. This legislative move highlights the app's dual role as both a tool for national defense and a potential security vulnerability.
In early March, the Rating Sociological Group published a survey revealing Ukrainian public opinion on a potential Telegram ban. The poll results showed:
- 76% of respondents oppose a complete block of Telegram in Ukraine;
- 16% support the idea of a ban;
- 52% of those surveyed favor increased monitoring of the messenger by law enforcement agencies;
- 41% are against such enhanced surveillance measures.
Notably, 72% of Ukrainians believe the messenger, which has Russian origins, does not impact their personal security, while only 8% consider its use a potential threat. However, 28% of respondents feel Telegram negatively affects national security. Head of the Office of the President of Ukraine, Kyrylo Budanov, also voiced an initiative in 2024 to regulate Telegram's operations. He clarified that the proposal is not for a full platform blockade, but rather for bringing order to its use and implementing technical speed restrictions.
The Ongoing Relevance of Telegram Regulation
Within the context of its use, Ukrainian security services can publish announcements on Telegram that may activate searches for individuals to carry out various tasks, such as arson or targeting. As expert Pavlo Bielousov noted, there is also a possibility of intercepting conversations using special spyware devices, though this is a complex and expensive process not suitable for monitoring every messenger user.
Thus, the issue of regulating Telegram remains pertinent in the context of national security and the fight against Russian agents. The platform's widespread use in Ukraine, a country under active cyber and information warfare, makes its governance a critical security consideration.
