Debating Telegram Regulation in Ukraine

According to Главком: A debate is ongoing in Ukraine regarding the potential regulation or blocking of the Telegram messenger. A draft law, No. 11115, has been registered by Member of Parliament Mykola Knyazhytsky. Support for this bill reflects an effort to regulate a platform that, according to Knyazhytsky, reaches about 90% of the Ukrainian audience-a figure far exceeding its penetration in other countries. For comparison, Telegram's reach is only 5-30% in Poland, the Czech Republic, France, and Germany.

Mykyta Poturaiev, head of the parliamentary committee on humanitarian and information policy, noted that regulating Telegram could be beneficial for law enforcement, specifically for the Security Service of Ukraine (SBU).

"And it would help the SBU-they could send Telegram's administration a list of 100-150 channels every week, which they would simply shut down,"

Poturaiev stated.

Public Opinion and Sociological Research

Amid these discussions, the Rating sociological group published the results of a survey conducted in early March. According to the poll:

  • 76% of respondents oppose a complete block of Telegram in Ukraine;
  • Only 16% approve of such a move;
  • 52% of those surveyed support the idea of increased oversight of the messenger by law enforcement agencies;
  • 41% hold the opposite view.

Head of the Office of the President of Ukraine, Kyrylo Budanov, also initiated a proposal to regulate Telegram in 2024, underscoring the government's serious intent to control and monitor information flows on the platform. However, as Knyazhytsky points out,

"Of course, if an appropriate law is passed, one could appeal to the Apple Store and Google Play to block certain applications, but Ukrainians would still find ways to use them via VPN."

Regarding Telegram's impact on security, 72% of Ukrainians believe the messenger does not affect their personal safety, while only 8% think it does. However, 28% of respondents believe Telegram has a negative impact on national security. These results demonstrate the diversity of opinion among Ukrainians regarding Telegram's role in society and its potential regulation. The debate occurs against the backdrop of Russia's ongoing war, where information security is a paramount concern.

The discussion over regulating Telegram in Ukraine is a significant aspect of the broader context of information security and control over communication platforms.
