According to Главком: In Dnipro, a scheme for embezzling budget funds allocated for the insulation of school buildings was uncovered. Seven individuals are suspected of appropriating 14.2 million hryvnias, causing significant damage to the local budget. Among the suspects are the director of a municipal enterprise, two deputies, the director of a contracting company, subcontractors, and a technical supervision engineer.

The law enforcement agencies reported suspicions of crimes provided for in part 5 of article 191 and part 1 of article 366 of the Criminal Code of Ukraine. The specified actions were carried out during the period of 2024-2025, when funds were allocated for the insulation of schools in the city. Almost 50 thousand US dollars, over 900 thousand hryvnias, and 7 thousand 200 euros in cash were seized. The seized property has already been placed under arrest.

Investigation and its consequences

All suspects were given preventive measures in the form of custody. The investigation was conducted by the National Police and the Office of the Prosecutor General, which uncovered a scheme of misappropriation of over 14.5 million hryvnias of trade union funds. The situation remains under the control of law enforcement agencies, which continue the investigation.

This case is an important step in the fight against corruption in Ukraine, especially in the context of the use of budget funds intended for socially important projects, such as school insulation. The responsibility for the embezzlement of state funds highlights the need to strengthen control over the implementation of state programs and the transparency of expenditures.
