In Kyiv, schoolchildren and cadets can again use public transport for free: details

Starting from September 2025, new rules for using public transport came into force in Ukraine, expanding the category of citizens entitled to free travel. Significant changes apply to students and cadets of military educational institutions.

Kyiv schoolchildren can now use the city's public transport for free after the summer holidays, whereas previously they had to pay for their rides. This decision was made by the Kyiv City Council.

Similar conditions apply to cadets of higher military educational institutions, who can now use public transport under favorable conditions after the summer period of self-paying for services.

Free travel extends to pensioners and veterans who are entitled to free public transport. These categories of citizens can use city buses, trolleybuses, trams, and electric trains for free.

To benefit from free travel, citizens must have the appropriate identification: a pension certificate or a document confirming their participation in hostilities. In addition, in some cities, having an electronic subsidized ticket is mandatory to simplify monitoring and accounting for beneficiaries in the public transport system.

Expansion of benefits in public transport

The expansion of subsidized conditions is part of the state social support policy and aims to ensure the accessibility of public transport for the most vulnerable segments of the population.

Ukraine is introducing new benefits for students, pensioners, and veterans, which will facilitate their travel on public transport and increase the overall level of social support for citizens.
