Researchers Can Now Apply for Mobilization Deferrals Online

According to Главком: The Reserve+ application has introduced an online service for researchers seeking deferrals from military mobilization, as announced by Ukraine's Ministry of Defense. Previously, this feature was limited to certain categories of teaching and academic staff. Now, the eligibility list has expanded to include employees of higher education institutions, research facilities, the Presidium of the National Academy of Sciences of Ukraine, national sectoral academies of sciences, and their administrative bodies.

Automatic Verification of Deferral Eligibility

To automatically confirm the right to a deferral, the Unified State Electronic Database on Education (USEDE) must contain up-to-date information on:

  • primary place of employment;
  • employment at no less than 75% of a full-time equivalent position;
  • eligibility for deferral based on job position;
  • occupation of a role listed as a scientific position.

It is essential that the institution or organization is officially registered in the USEDE as a scientific entity and has passed state accreditation. The system operates fully automatically, with over 90% of mobilization deferrals being renewed without manual intervention.

To submit a deferral request via Reserve+, users must log into the app and navigate to the 'Workers of Higher and Vocational Education, Researchers' section. From there, they submit a request and wait for the system to automatically cross-check the data against state registries. Once the verification is complete, the user receives a notification with the outcome. If an error occurs or the request is denied, the Ministry of Defense advises first contacting the employer or HR department. The most common reason for rejection is outdated or incorrect data in the USEDE. The ministry emphasizes that individuals should not immediately go to territorial recruitment centers-instead, they should first verify and update their information in the educational database.
