EU Accession Negotiations with Ukraine

According to Главком: Hungary's Minister of Foreign Affairs and Trade, Anita Orbán, has stated that Ukraine's EU accession negotiations could be automatically suspended if Kyiv fails to uphold agreements concerning the rights of the Hungarian minority in Zakarpattia. This condition is embedded in the first negotiation cluster, scheduled to open on June 15. Notably, Budapest no longer opposes the initiation of talks with Ukraine.

Orbán made her remarks ahead of the EU Foreign Affairs Council meeting in Luxembourg. The agreement between Budapest and Kyiv covers several areas for ethnic Hungarians in Zakarpattia, including education, public administration, use of symbols, and culture. A joint benchmark has been incorporated into the pact, stipulating that if Ukraine does not implement this agreement or fails to do so fully, the accession process within this cluster will automatically stop.

“The agreement also includes a so-called joint benchmark, which means: if Ukraine does not implement this agreement or does not implement it in full, the accession process within this cluster will automatically stop,” Anita Orbán stated.

She further emphasized that Hungary supports a standard process based on the existing enlargement methodology, which relies on results and reforms.

EU Support for Ukraine

Ukrainian President Volodymyr Zelenskyy has welcomed the EU's decision to open the first negotiation cluster. “As we have said, Ukraine is doing what is necessary, and it is important that the EU is also keeping its word. Opening the first cluster is significant political and moral support for our state and its people,” he said.

Hungary's previous government, led by Prime Minister Viktor Orbán, was a major obstacle to Ukraine's progress toward EU membership. However, a change in Hungary's leadership following parliamentary elections removed this barrier, as announced by Ukrainian Foreign Minister Andrii Sybiha. All EU member states have agreed to open the first negotiation cluster for both Ukraine and Moldova.
