OSCE Conference Address by Lyudmyla Shemelynets

According to Міністерство соц. політики: At the 26th High-Level Conference of the OSCE Alliance against Trafficking in Persons, Lyudmyla Shemelynets, First Deputy Minister of Social Policy, Family, and Unity of Ukraine, addressed the alarming rise in forced criminality. The conference's central theme focused on closing security gaps in the face of this growing threat, a key facet of human trafficking.

Shemelynets highlighted that forced migration, family separation, and instances of deportation significantly increase the risks of exploitation, particularly for children. She stressed that similar patterns are being observed across the entire OSCE region, where highly vulnerable individuals-including children, displaced persons, and migrants-are being coerced into illegal activities.

'Not by their own choice, but through coercion and threats to their lives. And yet, all too often, they are treated as criminals.' Lyudmyla Shemelynets

The conference underscored the urgent need to protect vulnerable populations and the critical role of the international community in confronting these challenges.

Why This Issue Matters Now

The escalation of forced criminality and human trafficking represents a critical priority for the international community, especially amid ongoing humanitarian crises. Shemelynets's address emphasizes the necessity for proactive measures to shield the most vulnerable, thereby mitigating exploitation risks. The OSCE, a key security organization, provides a vital platform for coordinating such transnational efforts.
