Ukraine's EU Accession Negotiations

According to Главком: Ukraine aims to conclude the primary phase of European Union membership talks within the next 12 to 18 months and sign the accession treaty in 2027. Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka stated that to achieve this, Ukraine must meet 145 benchmarks provided by the EU. Signing the treaty does not guarantee immediate membership, as it requires ratification by all 27 EU member states.

Requirements and Ukraine's Plans

Speaking before the Verkhovna Rada, Kachka noted that Ukraine has received a list of 145 benchmarks needed to open all negotiation clusters. The official opening of these clusters is scheduled no later than July. He emphasized that

“all these requirements are realistic. Over the next 12-18 months, most negotiation chapters can be closed, paving the way for signing the EU accession treaty next year.”

The national program adopted by Ukraine includes nearly 1,900 measures spread across 34 agreement chapters. Ukraine was granted EU candidate status in June 2022, and in December 2023, EU leaders made a political decision to begin negotiations. To deepen integration with the EU, Ukraine is expected to receive a package of privileges, though this does not equate to immediate membership.
