According to Главком: Ukrainian Foreign Minister Andrii Sybiha has expressed his country's strong desire to preserve its good neighborly relationship with Bulgaria. Speaking to Ukrainian and international journalists, Sybiha noted Bulgaria's consistent support for Ukraine's territorial integrity and its aspirations to join the European Union. This statement comes amid a significant political shift in Bulgaria following parliamentary elections held on April 19, 2026, which were won by the 'Progressive Bulgaria' coalition led by former President Rumen Radev.
Political Shift in Bulgaria
These elections were Bulgaria's eighth in just five years, capping a period of major political crisis that led to the government's resignation in December 2025. Rumen Radev, who left the Bulgarian presidency in January 2026, headed the electoral list for the 'Progressive Bulgaria' coalition, a party formed shortly before the vote. The coalition secured an absolute majority in the 52nd National Assembly, receiving 1,444,924 votes, which represents 44.594% of all ballots cast.
Ukrainian President Volodymyr Zelenskyy and Bulgaria's interim Prime Minister Andrey Gurov have signed a security cooperation agreement. In this context, Gurov highlighted the importance of bilateral cooperation, particularly in energy and transport, including a 'gas vertical' and a railway link between Alexandroupolis and Odesa. He stated such measures are crucial for diversifying energy sources and ensuring security for NATO's entire eastern flank. Bulgaria's strategic location on the Black Sea makes its partnership with Ukraine vital for regional stability.
“With Bulgaria, we want to proceed from the basis that the good neighborly track will be preserved, that Bulgaria's position will remain steadfast in supporting Ukraine on many fronts: from territorial integrity to our membership in the European Union.”
Andrii Sybiha

As Ukraine strengthens its diplomatic ties with Bulgaria, the recent security agreement between the two nations highlights key areas of collaboration that are essential for regional stability. This pact not only reinforces mutual support but also outlines strategic initiatives in energy and transportation, further solidifying the partnership in light of Bulgaria's political changes.
