Norway and Ukraine to Sign Major Energy Cooperation Agreement
Ukrainian President Meets Norwegian Prime Minister
According to Главком: Ukrainian President Volodymyr Zelenskyy met with Norwegian Prime Minister Jonas Gahr Støre to discuss energy security and strategic partnership. The talks are set to culminate in a formal intergovernmental agreement on energy cooperation, aimed at strengthening Ukraine's energy resilience. Energy ministers from both nations are tasked with finalizing the document.
During his visit, Zelenskyy also conferred with European Commission President Ursula von der Leyen on strategies to bolster Ukraine's stability. The European Commission reaffirmed its support for repairing Ukraine's energy infrastructure, a critical step for the sector's recovery.
Challenges to Energy Infrastructure
According to Prime Minister Denys Shmyhal, the Russian Federation continues to target Ukrainian energy facilities even after the winter season. In response, the Ukrainian Cabinet of Ministers, alongside regional leaders and energy company representatives, has already begun preparing the energy grid for the next heating season. The total estimated need for the recovery and modernization of Ukraine's energy sector over the next decade is $90.6 billion, a figure 34% higher than previous damage assessments.
Furthermore, evidence regarding Russian attacks on Ukrainian energy infrastructure from July 2025 through February 2026 has been submitted to the International Criminal Court. President Zelenskyy stressed the importance of deepening energy collaboration with Norway, stating:
