According to ХВИЛЯ: In Ukraine, Bill No. 14005 is being finalized, aimed at the digitalization of enforcement proceedings and simplifying debt collection. According to this bill, the automation of seizing the property of debtors will be introduced, which will significantly change the debt collection process in the country.

Consequences for Debtors

In particular, when trying to change vehicle registration, the Ministry of Internal Affairs will automatically refuse the debtor. Furthermore, individuals listed in the Unified Register of Debtors will not be able to re-register or dispose of their real estate. This means that debtors will have limited access to their assets, which may negatively affect their financial situation.

An important aspect of the bill is the mandatory connection of all banks in Ukraine to the information system of enforcement proceedings. This will allow for more effective control of debtors' financial obligations. The seizure of funds from debtors' accounts will be lifted automatically after the debt is repaid, simplifying the procedure for both parties.

As of today, there are already 8 million debtors in Ukraine, a third of whom have debts for utility services. However, the implementation of this bill has faced criticism from experts. In particular, Oleg Popenko expressed the opinion that this creates 'digital slavery' for debtors, and also noted that this may be a direct violation of the Constitution, in particular the rights to housing and private property.
