Berlin Talks Amid Russian Threats

According to ХВИЛЯ: Ukraine’s chief negotiator, Rustem Umerov, has made an urgent trip to Berlin for discussions with national security advisors from Germany, France, and the United Kingdom. The meeting comes after Russia issued warnings about planned airstrikes on Kyiv. This diplomatic push follows rising tensions between German Chancellor Friedrich Merz and Ukrainian President Volodymyr Zelensky over a proposal for Ukraine to become an associate member of the European Union.

Umerov arrived in the German capital on Tuesday and held talks with representatives from the E3 group-Germany, France, and the UK. Russia recently advised foreign diplomats to leave Kyiv, citing impending aerial attacks. Two sources familiar with the meeting, speaking on condition of anonymity, confirmed these details. Prior to his Berlin visit, Umerov-who heads Ukraine’s National Security and Defense Council-was in Brussels discussing defense industry cooperation with a senior European Commission official.

Russian Threats and International Response

Over the weekend, Russia launched a massive strike on Kyiv and threatened further attacks. The Russian Foreign Ministry urged diplomats and foreign nationals to evacuate the Ukrainian capital as quickly as possible. However, the EU’s ambassador to Ukraine rejected the demand, stating:

“We remain in Kyiv. We stand with Ukraine.”

Meanwhile, on Friday, U.S. Secretary of State Marco Rubio said Washington might step back from its role as a mediator in peace negotiations. European officials have discussed the possibility of direct talks with Russian President Vladimir Putin. Former German Chancellor Angela Merkel has been mentioned as a potential intermediary, but she has denied any interest in taking on that role.

German Foreign Minister Johann Wadephul previously stated that the E3 group is making a new attempt to re-engage in negotiations, with Europe taking a more prominent role. Notably, a few days ago, Merz sent a letter to Ukraine proposing a limited form of EU associate membership as a step before full accession. President Zelensky rejected the offer, declaring:

“Ukraine’s place in the European Union must be whole, complete, and equal.”

An anonymous EU diplomat remarked: “Last week, many in Brussels wondered why Merz chose this moment to publicize his associate membership plan for Ukraine. The fact that Umerov is in Berlin today shows a clear timing connection.” The situation continues to alarm international observers, as the escalating conflict in Ukraine and Russia’s actions significantly affect regional stability.

Umerov’s meeting with the E3 underscores Ukraine’s ongoing diplomatic efforts on the global stage, especially in the face of Russian threats.
