The government restarts the lottery market: what will change for players

The government of Ukraine has adopted a resolution regarding the restart of the state lottery market after a 12-year hiatus. This initiative aims to establish clear and transparent rules for lottery operators developed by the Ministry of Digital Transformation.

According to Ukraine's Prime Minister Yulia Svyrydenko, the lottery market has operated in a "grey" zone for decades, leading to significant budget losses and creating opportunities for corruption. The decision made is aimed at bringing the lottery market back into the legal sphere and ensuring real control over its operation.

New rules and control measures

• Open competitions for obtaining licenses.
• Annual license fees exceeding 67 million UAH from three operators.
• An electronic accounting system that will allow the state to track sales and payouts in real time.
• Unique QR codes for each ticket and terminal to prevent counterfeiting and confirm the legality of the equipment.

The next step is to update the Law 'On State Lotteries' to eliminate monopoly, close regulatory loopholes, and open the market to international companies and investment funds.
