Kyiv Residents to Receive Adjusted Utility Bills Under New Government Measures

According to Міністерство інфраструктури: The Ukrainian government has approved changes that enable additional recalculations for heating and hot water services for residents of Kyiv. These adjustments apply when services were interrupted or delivered at substandard quality due to Russian strikes on critical infrastructure. Under the adopted decision, the recalculations will cover the billing period for January 2026.

The need to revise the recalculation process arose from massive shelling of the capital's energy infrastructure, which directly impacted the quality of utility services. Government official Oleksiy Kuleba explained that

“the existing recalculation mechanism was designed for peacetime and did not account for the scale of challenges that both utility companies and consumers now face as a result of Russian attacks on critical infrastructure.”

He emphasized that the new rules will significantly reduce the financial burden on consumers when services are delivered inadequately.
