Ukraine Readies Its Power Grid for the Heating Season

According to Главком: Ukraine's government has initiated preparations for the upcoming winter heating season, focusing on restoring power generation, protecting infrastructure, and boosting community energy independence. First Deputy Prime Minister and Minister of Energy, Denys Shmyhal, outlined these priorities during a meeting of the emergency response team for the energy sector.

The Cabinet of Ministers has approved a decision to allocate 7.1 billion hryvnias (approximately $173 million USD) for the reconstruction of the national energy system. This effort is critical as the country's grid has sustained severe damage from targeted attacks. Shmyhal emphasized that Ukraine requires new nuclear power units, specifically the completion of the third and fourth reactors at the Khmelnytskyi Nuclear Power Plant. Two potential options exist for finishing these units. Former Energy Minister Herman Halushchenko stated that completing the third reactor would take 2.5 to 3 years, with the fourth requiring up to four years.

Key Preparatory Measures for Winter

A series of specific actions are planned for the winter readiness campaign:

  • A major repair initiative to restore the operation of damaged power plants on a large scale.
  • Construction of protective engineering structures to shield the power complex from enemy attacks.
  • Restoration of generating capacity and grid equipment in the Kyiv region.

Securing international support is a cornerstone of the strategy. The plan involves obtaining humanitarian aid from partners to build modern energy hubs. Furthermore, a significant focus is placed on developing small-scale distributed generation, which would allow communities to produce both electricity and heat simultaneously.
