According to Главком: According to a report from Glavcom citing Ukrenergo, no electricity consumption restrictions are expected in Ukraine on April 28, 2026. President Volodymyr Zelenskyy has stated that preparations for the upcoming winter are ongoing, while Energy Minister Denys Shmyhal confirmed plans to build a new energy system. This update comes as Ukraine continues to face significant challenges to its power grid amid the ongoing war.

As part of winter readiness efforts, a meeting was held on April 2 to review the implementation of regional and city resilience plans. Each region has developed its own plan, which has been reviewed and approved by the National Security and Defense Council of Ukraine. The Cabinet of Ministers has allocated 12.85 billion hryvnias under these plans to protect 209 critical infrastructure sites in frontline regions and Kyiv Oblast.

Urgent Need for Energy Sector Investment

Ukraine’s total requirement for restoring and modernizing its energy sector over the next decade stands at $90.6 billion. This figure is 34% higher than the previous damage assessment.
