Ukraine Allocates 30.4 Billion Hryvnias for Community Recovery: Funding Distribution Plan
Approval of the Local Budget Subsidy Procedure
According to Мінфін: The Ukrainian government has approved a procedure for providing additional subsidies to local budgets in 2026 that have been impacted by russia's armed aggression. A total of 30.4 billion hryvnias has been earmarked for this program in the State Budget of Ukraine, of which 12.7 billion hryvnias has already been allocated.
The remaining 17.7 billion hryvnias will be directed to communities in accordance with the approved conditions. These subsidies will be distributed quarterly, based on the actual tax revenues received by local and regional budgets. This funding mechanism is a common tool for post-conflict reconstruction, aiming to stabilize local finances. The calculation of these revenues will include the following taxes:
- Personal Income Tax (PIT);
- Corporate Profit Tax;
- Real Estate Tax;
- Land Fee;
- Single Tax.
The Ministry of Finance developed the draft procedure, indicating a systematic approach to restoring affected communities.

This initiative is crucial for supporting local communities that have suffered war damage, as it will provide additional financial resources for rebuilding infrastructure and social services. By implementing subsidies based on actual tax receipts, budget funds can be used more efficiently, taking into account the specific needs of each community.
