Ukraine's Government Invests Millions in School Cafeterias and Teacher Pay
New Funding for School Cafeteria Upgrades
According to Главком: The Ukrainian Cabinet of Ministers has allocated an additional 46.5 million hryvnias in subventions to local communities to complete the modernization of school cafeterias. This funding will go to 19 projects that were started in 2025 and are at least 60% complete. To date, roughly 20% of school kitchens have been modernized, with 188 of those upgrades funded by state subventions. Currently, free meals are provided to primary school students, but there are plans to expand the program to include all schoolchildren. This initiative is part of a broader effort to improve student welfare and educational infrastructure.
The State of School Nutrition
In addition to state funds, over 1,500 cafeterias have been renovated using local budgets and support from international partners. As of now, students in grades 1-11 in frontline communities and grades 1-4 in other regions receive school meals. Currently, 1.5 million primary school students receive free daily lunches.

Yuliia Svyrydenko added, “School meals are already being provided to students in grades 1-11 in frontline communities and grades 1-4 in other regions. Our goal is to provide hot lunches to all schoolchildren across the country starting September 1 of this year.”
Separately, the Ministry of Education and Science of Ukraine has presented a proposed mechanism to the Verkhovna Rada committee for raising the salaries of pedagogical and scientific-pedagogical staff, effective September 1, 2026. The proposal involves integrating a supplement into the base salary to account for the prestige of the profession and challenging working conditions.
The allocation of additional funds for cafeteria modernization is a significant step toward improving education quality and learning conditions in Ukraine.
