New Government Initiative for Public IT Projects

According to Мінцифра: The Ukrainian government has approved a decree establishing a new mechanism for selecting and funding public IT projects through the DREAM system, as part of the National Informatization Program. This initiative will allocate funds for developing the second phase of the State Online Monitoring System (SOMS), which is projected to help bring the gambling sector out of the shadows. The DREAM system is a key digital governance tool designed to manage public procurement and project funding transparently.

Digital projects seeking funding under the National Informatization Program will now undergo vetting through the DREAM system. The project selection process will follow specific criteria. The first stage will be the announcement of the call for projects, after which participants can submit their applications electronically via DREAM. The next step will involve an assessment of project compliance with requirements, to be carried out by a specialized commission.

Transparency and Efficiency in IT Initiative Funding

The creation of a transparent ranking will allow the government to make a final approval of the list of projects to be funded. Consequently, this new selection and funding mechanism aims to increase the efficiency and transparency of implementing state IT initiatives. This move is part of broader efforts to modernize public administration and reduce opportunities for corruption in state contracting.

This initiative represents a significant step in developing Ukraine's digital infrastructure, as it allows resources to be concentrated on key projects that can impact the economy and society. Bringing gambling out of the shadows is a particularly pressing issue, as it could lead to increased budget revenues and improved oversight of this sector.
