New Regulations for Accompanying Foreign Volunteers

According to Федоров: Ukraine’s government has introduced standardized procedures for escorting foreign nationals and stateless individuals who wish to voluntarily participate in the country’s defense. These updated rules outline the logistics chain, from travel arrangements through to the signing of a service contract. Importantly, only companies listed in the official registry of the Center for Recruiting Foreigners and Stateless Persons will be permitted to work with international volunteers.

Company Requirements and Support Process

Organizations seeking to accompany volunteers must meet specific criteria:

  • Be registered in Ukraine;
  • Not be subject to any sanctions;
  • Have no ties to the aggressor state.

To operate with volunteers, these companies must pay a security deposit of 5 million Ukrainian hryvnias. The service package for each candidate costs 300,000 hryvnias.

The support process covers document processing, insurance, arrival in Ukraine, accommodation, and meals. After a verification step, the company will guide the volunteer through every stage-from paperwork to contract signing. Meanwhile, firms are held accountable for the legality of all procedures and the accuracy of documents. If a candidate fails the military medical board or refuses to sign a contract, the company must cover the costs of returning them to their country of origin.

Candidates will undergo background checks, a military medical examination, and basic military training. Thus, the new regulations establish a clear framework for involving foreign volunteers in Ukraine’s defense, ensuring legal and financial responsibility for companies involved in this process.

These legislative changes reflect Ukraine’s commitment to securing international support in its fight for territorial integrity.
