The Deputy Chairman of the Supervisory Board of 'Ukrzaliznytsia' Serhii Leshchenko explained that the use of premium kilometers is a right, not an obligation. He emphasized that a person can freely refuse a free trip if the available dates are not suitable for them.

'Using premium kilometers is a right, not an obligation. Those who do not want to travel because the dates do not suit them will not travel. There are also free days in museums, but many avoid these dates,' Leshchenko noted.

Leshchenko also noted that November is a period of low mobility for Ukrainians. During this time, many trains heading to Lviv, Uzhhorod, and Odesa have hundreds of available seats.

'Trains will be running semi-empty. This is the resource that needs to be directed to the UZ-3000 program. Without any new expenditures on these bonus seats, despite false haters writing some nonsense about additional budget expenses,' Leshchenko explained.

The Ukrainian railway defines the conditions for free travel and explains that the use of premium kilometers is not mandatory, but simply a right of passengers. November is considered a low season for travel, which can be beneficial for those who want to take advantage of the free travel. Some routes have a significant number of available seats that may become accessible under the UZ-3000 program without additional costs.
