Overview of Higher Education in Ukraine

According to Radiotrek — Світ: Ukraine currently hosts just over one million students in its educational institutions. Despite this, a notable portion of high school graduates-particularly from the Zakarpattia and Chernivtsi regions-opt to leave the country instead of pursuing higher education locally. This issue was highlighted by Deputy Minister of Education and Science Dmytro Zavhorodniy during the Kyiv International Economic Forum on October 28, 2026.

Zavhorodniy pointed out that around 400,000 children are enrolled in the ninth grade, while the number of first graders is about four times lower compared to the 215,000 university students nationwide. Last year, approximately 168,000 babies were born in Ukraine. Despite this, a consistent share of school leavers each year choose not to enter universities or colleges and instead move abroad.

Patterns of Graduate Emigration

The regions with the highest rates of graduate emigration include Zakarpattia and Chernivtsi, an unexpected pattern that signals a significant trend in these areas.

This ongoing outflow of graduates highlights serious challenges within the Ukrainian education system. Factors such as economic hardships and concerns over the quality of local educational opportunities may drive this migration. For international observers, this trend is crucial to understand as it poses potential risks to Ukraine’s future workforce, potentially leading to shortages in various economic sectors due to the loss of young professionals.
