Electricity tariff will change from October: what to expect for Ukrainians

Light on savings: how to save
З жовтня очікуються нові зміни у тарифах на електроенергію: чого слід чекати українцям.

The Government of Ukraine approved resolution No. 480 dated April 29, 2025, according to which a review of the electricity tariff is planned to start from October 2025. Currently, the electricity price is 4.32 hryvnias per kilowatt-hour and will remain at this level until the specified date.

However, there is a possibility that the tariff may remain unchanged even after October - a final decision has not yet been made. According to the Cabinet of Ministers' decree, a tariff change is excluded until the end of October.

According to the Ministry of Energy, the average Ukrainian family of three consumes about 65 kWh per month, which costs 712.8 hryvnias.

Preferential tariffs and multi-tariff meters

Owners of dual-tariff meters can take advantage of the preferential night tariff of 2.16 hryvnias per kWh, which allows saving on electricity used from 11 PM to 7 AM.

Consumers can also install a multi-tariff meter, which provides different tariff rates depending on the time of day: night, semi-peak, and peak.

  • Night time (11 PM - 7 AM) - 1.728 hryvnias per kWh;
  • Semi-peak hours (7 AM - 8 AM / 11 AM - 8 PM / 10 PM - 11 PM) - 4.34 hryvnias per kWh;
  • Peak time (8 AM - 11 AM / 8 PM - 10 PM) - 6.48 hryvnias per kWh.

It is recommended to install a multi-tariff meter only in cases of high electricity consumption and the ability to optimize the timing of electricity use, avoiding peak periods.

The Government of Ukraine plans to conduct a review of the electricity tariff starting in early October 2025. Currently, the cost of electricity remains at 4.32 hryvnias per kilowatt-hour. There is a likelihood that the tariff may remain unchanged even after this date or be altered – the final decision has not yet been made.
