Voucher Program for Free Education in Ukraine
A voucher program for free education has been introduced in Ukraine, providing opportunities for various categories of the population, including people over 45 years old, veterans, persons with disabilities, and internally displaced persons, to receive education at the expense of the state. The program has certain restrictions on receiving a voucher and financing education, which should be taken into account.
Conditions for Receiving a Voucher
Education vouchers are available for:
- citizens over 45 years old,
- veterans,
- persons with disabilities,
- internally displaced persons,
- former prisoners of war,
- persons who have been injured.
The voucher is issued only for the next level of education, and its amount cannot exceed 10 minimum living wages for able-bodied persons. From 2026 onwards, the maximum voucher amount will be 33,280 UAH.
The procedure for obtaining a voucher includes filling out an online application, for which an answer must be awaited within 3 days. After that, a contract must be concluded with the educational institution within 90 days. The training courses may last up to 10 months. The education certificate covers expenses up to 10 minimum living wages. There is also a residence certificate that covers expenses up to 5 minimum living wages if the education takes place in another city.
There are certain filters for obtaining a voucher:
- having a diploma,
- absence of retraining funded by the Social Insurance Fund in the last 3 years,
- absence of previous vouchers,
- registration as unemployed.
Available cities for education include:
- Dnipro,
- Ivano-Frankivsk,
- Lviv,
- Odesa,
- Poltava,
- Rivne,
- Sumy,
- Kharkiv.
The program offers over 460 training programs, providing a wide choice for those wishing to acquire new knowledge and skills.
