Draft Law Targets Administrative Penalties for Fortune-Telling and Magic

According to Главком: Ukraine's Verkhovna Rada has registered a draft law that would impose administrative liability on paid services related to fortune-telling, magic, and psychic activities. The bill was introduced on May 15, 2026, by independent lawmaker Heorhiy Mazurashu. This proposal comes amid growing public interest in mystical practices and aims to protect consumers from potential fraud in this unregulated sector.

Key Provisions of the Draft Law

Under the proposed legislation, administrative punishment would apply to anyone offering paid services in fortune-telling, psychic readings, magic, esotericism, or occultism. Additionally, the bill targets:

  • promotion of magicians, psychics, and others providing such services;
  • distribution of information about these activities.

Notably, unpaid activities would not fall under the scope of this draft law.

The document suggests amendments to Ukraine's Code on Administrative Offenses, though a date for parliamentary debate has yet to be set. Beyond this initiative, Mazurashu has authored or co-authored 887 proposals during the ninth convocation of the Verkhovna Rada. He also leads the cross-faction parliamentary group 'Search for the Kingdom of God and His Righteousness' and has previously introduced initiatives to establish a Bible Day in Ukraine and a daily nationwide prayer for victory.

This legislative effort reflects a broader Ukrainian trend toward regulating activities linked to alternative medicine and mystical practices. As fortune-telling and magic services gain popularity, Mazurashu's initiative could spark debate among the public and experts. If adopted, similar laws might reshape the market for these services and offer stronger safeguards for consumers against fraudulent operators.
