Ukraine's Parliament Passes Law Mandating Individual Heating Units for Apartment Buildings

According to ХВИЛЯ: Ukraine's parliament, the Verkhovna Rada, has approved in principle a draft law requiring the mandatory installation of individual heating units (IHUs) in buildings connected to centralized heating networks. A total of 258 deputies voted in favor of the measure. This legislation was developed to fulfill Ukraine's commitments under the Ukraine Facility plan and aligns the country's laws with European Union standards. This move is part of a broader effort to modernize Ukraine's aging and inefficient Soviet-era heating infrastructure.
The new system will be implemented in phases over a three-year period after the law takes effect. Exceptions will be made for buildings where installing an IHU is technically impossible or where such units are already operational. The costs for installing these individual heating points are planned to be included in the tariff for thermal energy transportation and covered through investment programs.
Benefits of Individual Heating Units
According to Oleksiy Kuleba, the purpose of creating individual heating units is to improve control, efficiency, and savings. Preliminary estimates show their installation could reduce heat consumption by 15-30%, decrease losses in the network, and enhance service quality for residents.
Draft Law No. 14067 represents a significant step toward modernizing Ukraine's heating supply system in line with European standards.
