According to Главком: As of May 2, 2026, Ukraine does not foresee any electricity consumption restrictions, according to a statement from Ukrenergo reported by Glavkom. In a recent address, President Volodymyr Zelenskyy highlighted the country’s preparations for the upcoming winter and the gradual rebuilding of its energy sector, which was heavily damaged by Russian strikes-a critical need following the winter season.

Across the nation, resilience plans have been approved for every region, including post-winter road repairs. Zelenskyy emphasized,

“It is crucial at the community and regional government levels not to waste time. Every important facility must be protected.”

Energy Minister Denys Shmyhal also announced plans to construct a new energy system, marking a significant step in infrastructure recovery.

Funding the Recovery

A meeting on April 2 reviewed the implementation of resilience plans for regions and cities, which had been coordinated and approved by the National Security and Defense Council. The Cabinet of Ministers allocated UAH 12.85 billion under these regional resilience plans. These funds will be used to protect critical infrastructure at 209 sites in frontline regions and the Kyiv area.

Ukraine’s total needs for restoring and modernizing its energy sector over the next decade amount to $90.6 billion. This figure is 34% higher than the previous damage estimate, underscoring the severity of the country’s energy crisis.

Preparing for winter and rebuilding the energy sector remain top priorities for Ukraine as it continues to grapple with the fallout from the war. The emphasis on funding and executing resilience plans highlights the urgent need to safeguard critical infrastructure, which is essential for ensuring energy independence and stability.
