Investigation Reveals Trafficking in Cadaver Biomaterials

According to Прокуратура Київ: Officials of the Chernivtsi Regional Pathology Bureau in Bukovina have been accused of running an unlawful scheme that sold anatomical materials harvested from dead bodies. Skin, bones, tendons, corneas, and other tissues were removed and supplied to companies producing bioimplants, according to investigators. The bureau carried out this activity without the required transplantology license, using fictitious scientific-medical cooperation agreements to conceal the trade. The case has drawn attention to the importance of oversight in Ukraine's rapidly developing transplant sector.

The harvested tissues were documented as raw material deliveries for bioimplants, and some deals were made without any formal contract. In exchange for relatives' consent, the bureau offered free embalming, storage of the body, or discounts on other services. However, families were not informed about the true scale of the removals or the subsequent sale of the tissue. There were also documented situations where materials were taken despite relatives' refusal. In one episode, consent was obtained from a worker at a geriatric care home who had looked after the deceased person, while the family members arranging the burial were never consulted.

Arrests and Case Details

The biomaterials were shipped to recipients by rail in containers cooled with refrigerant. Investigators recorded the transfer of ten boxes of biological material, including corneas, sent by train from Chernivtsi to Odesa. Official payments were made to the bureau's bank account under service acceptance certificates. Every month, those involved collected under-the-table cash from a currency exchange office and divided it among themselves.

As a result of the investigation, four employees of the Chernivtsi Regional Pathology Bureau have been detained. They have been formally notified of suspicion of illegal trade in human anatomical materials committed by a group acting with prior conspiracy, an offense punishable under Part 5 of Article 143 of the Criminal Code of Ukraine. Searches were conducted at the bureau's premises, at the suspects' homes, and in their vehicles.

Investigators are continuing to examine the case and work to establish all details of the criminal scheme.

This case underscores serious problems in transplant medicine and ethical oversight in Ukraine, particularly the need for stricter monitoring of medical institutions. The unlawful sale of anatomical materials not only violates the law but also threatens the health and lives of patients awaiting medical implants. Further investigation may help uncover the full scope of the operation and reduce the risk of similar abuses in the future.
