Kielce Mayor Agata Wojda confirmed the decision. The request was pulled at the initiative of Vinnytsia Mayor Serhiy Morhunov, after some Polish politicians protested the transfer. The buses in question were part of a batch of 40 vehicles being decommissioned by Kielce. He specifically cited the renaming of a street in Vinnytsia after Stepan Bandera, noting that one of the donated buses would have traveled along that very street.
