2 million fines for traffic violations are pardoned: who and why aren't paying

Ukrainian drivers can disregard fines for traffic violations. According to Opendatabot, currently more than 2 million fines remain unpaid, which is 6% more than a year ago. The total amount of unpaid fines has increased by 43% since the beginning of the year.Most cases of traffic violations have been completed, but debtors have not paid the fines. The majority of debts belong to drivers aged 25 to 45, who make up 64% of the total debt. Dnipropetrovsk region leads in the number of violations, while the most 'productive' offenders have been identified in Vinnytsia, Dnipropetrovsk, Rivne, and Sumy regions.
