Second Phase of Salary Increases for Educators Announced

According to ХВИЛЯ: The Ministry of Education and Science of Ukraine has announced a second planned increase in teacher salaries, scheduled to take effect on September 1, 2026. This follows an initial 30% raise that was implemented at the start of the year, on January 1, 2026. The new 20% increase is part of the state budget provisions for 2026 and represents the government's ongoing commitment to the education sector during a period of significant national challenges.

The government is expected to apply a cumulative allowance scheme, which will significantly boost overall pay levels. Since the beginning of the year, the total supplement has transformed to 40%, and by autumn, the cumulative coefficient could reach 60%. Based on a base tariff rate of 3,470 UAH, the minimum salaries from September 1 will be as follows:

  • Teacher without a category – from 10,104 to 10,937 UAH
  • Second category – 11,769 UAH
  • First category – 12,603 UAH
  • Highest category – 13,435 UAH

These amounts will be supplemented by special payments stipulated by law, including an allowance for working in challenging conditions, which will range from 2,000 UAH per month depending on teaching load. For educators working in frontline regions, this amount will start from 4,000 UAH, provided the Cabinet of Ministers keeps Resolution No. 1286 in force.

Impact on the Education Sector

The planned salary adjustments underscore the government's pledge to support the educational system. This gradual wage growth is intended to improve teachers' working conditions and professional motivation, which could, in turn, have a positive effect on the quality of education nationwide. These measures are particularly crucial for retaining skilled educators amidst economic pressures.

The government also emphasizes special payments for teachers working in difficult conditions, reflecting an effort to support educators in high-risk regions.
