From September 10, IDPs and residents of frontline regions will be supported through eOselya: program conditions
According to hvylya.net: From September 10, 2025, as part of the comprehensive support program for frontline regions, the updated mechanism of the eOselya program will come into effect.
According to the Ministry of Community and Territorial Development, this involves state compensation for IDPs and residents of frontline regions.
Who can receive support
Eligibility for participation in the program includes:
- internally displaced persons who do not own housing in the territory controlled by Ukraine (the exception is if it is located in the occupied territory, in areas where hostilities are ongoing, or in territories of active military actions, where state electronic services operate);
- people registered in the frontline region.
All participants must comply with the conditions of the eOselya program.
Amount of compensation
The amount of compensation can reach up to:
- 70% of the first payment (but no more than 30% of the cost of housing);
- 70% of the monthly payment during the first year;
- 40,000 UAH for additional expenses (commissions, fees, insurance).
Housing requirements:
The maximum cost of housing is up to 2 million UAH.
For IDPs:
- in Kyiv and regional centers - housing no older than 10 years;
- in other settlements - no older than 20 years.
For residents of frontline territories, the existing eOselya rules apply:
- no older than 10 years for beneficiaries and veterans in Chernihiv, Sumy, Kharkiv, Zaporizhzhia, and Kherson regions;
- no older than 3 years for housing outside these regions.
Procedure for obtaining compensation
Submit an application for eOselya in the Diia app. Obtain a positive decision and choose a bank to receive a loan.
Provide the bank with the necessary document package and an application for compensation from the state.
The bank submits the application to the Pension Fund of Ukraine.
The Pension Fund checks the submitted data for compliance with the conditions of the compensation program.
After confirmation, a loan with compensation can be issued.
The updated eOselya mechanism is an important element of the comprehensive support program for frontline regions. It gives people the opportunity to return to normal life and provides regions with new resources for economic growth and infrastructure reconstruction.
The Government of Ukraine has updated the support program for frontline regions, providing compensation for IDPs and residents of these territories. The updated mechanism of the eOselya program will allow people to receive support in purchasing housing, contributing to a return to normal life and providing new opportunities for economic development and the restoration of regional infrastructure.
