The state saved 13 billion on recovery: how the approach to projects changed
According to Міністерство інфраструктури: The State Agency for Recovery and Development of Infrastructure of Ukraine successfully saved over 13 billion hryvnias of budget funds by the end of 2025. This was made possible due to a review of project planning and implementation methods, improving technical expertise, and clarifying budget documentation.
The new team of the agency conducted a thorough analysis of technical solutions and expenses, which allowed identifying outdated approaches and inflated calculations. After adjusting the budgets, the cost of projects decreased without losing quality, - said the Deputy Prime Minister of Ukraine Oleksii Kuleba.
For example, the cost of the water pipeline project for Mykolaiv was adjusted by 2.4 billion hryvnias after careful analysis and clarification of the budget, while maintaining the quality and safety of the work.
Modernization and other measures to increase efficiency
In 2025, the modernization of small checkpoints began with the help of modular structures, which saved 1.5 billion hryvnias and ensured the necessary functionality.
In the road construction sector, nearly 1 billion hryvnias were saved by updating the approaches to budget formation, allowing more work to be done for less money, reducing the average cost of asphalt road repairs.
In total, over 13 billion hryvnias saved in 2025 can be used for further infrastructure recovery and support for communities. This approach allows achieving maximum results in conditions of limited resources,' - emphasized the head of the agency Serhiy Sukhomlyn.
