Border Service Major Apprehended in Bribery Operation

According to Главком: A major in Ukraine's State Border Guard Service (SBGS) has been detained for accepting a bribe to allow three men of military age to cross the border illegally. The suspect, Major Artem Ratushniak, was arrested in Mukachevo after being offered 26,000 hryvnias (approximately $1,000) to let the individuals pass through a checkpoint without proper documentation. The operation was conducted jointly by the SBGS's internal security unit and the State Bureau of Investigations (DBR). This arrest highlights ongoing anti-corruption efforts within Ukraine's security services during wartime.

The following items were seized during the arrest:

  • The 26,000 hryvnia bribe;
  • A mobile phone used to communicate with the informant;
  • A 2021 Toyota Land Cruiser Prado.

A subsequent search of Ratushniak's home in Mukachevo uncovered $27,250 in cash. Authorities plan to formally notify him of suspicion of receiving an unlawful benefit, and the detention was carried out under Article 208 of Ukraine's Criminal Procedure Code.

Official Comments and Broader Corruption Schemes

Lesya Fedorova, spokesperson for the Mukachevo Border Guard Detachment, confirmed the arrest. She stated it resulted from intelligence developed by the SBGS's internal security department with the support of the detachment's leadership.

"After uncovering illegal activities, internal security officers always continue to work with other law enforcement agencies within the framework of an open criminal proceeding. I cannot provide more information as the investigation is ongoing,"

said Lesya Fedorova.

In a related development, Ukraine's National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor's Office (SAP) reported exposing a large-scale smuggling scheme within the SBGS. The scheme involved illegally transporting cigarettes into the European Union using vehicles with forged diplomatic license plates, with border guards receiving 3,000 euros per vehicle. In connection with this case, former SBGS head Serhiy Deineko was dismissed from military service, and NABU and SAP are conducting searches of his residence.

These incidents underscore serious corruption issues within Ukraine's State Border Guard Service, particularly during wartime when border control must be exceptionally stringent. The arrest of Artem Ratushniak and the exposure of smuggling schemes are part of a broader campaign by law enforcement to purge the system and ensure the legality of border operations. Further investigations may reveal additional violations, potentially impacting the SBGS's reputation and public trust in the institution.
