Zelenskyy specified that the ADS reforms are a direct outcome of a meeting held on February 6, 2026, which included Ukraine's Minister of Defense, Mykhailo Fedorov, the Commander-in-Chief, and the Head of the General Staff. This restructuring comes as Ukraine continues to face relentless aerial threats from Russian forces.
Core Elements of the Restructuring
The President emphasized that a practical reorganization of command structures is underway in specific regions, encompassing:
- interceptor units,
- mobile fire teams,
- and the entire short-range air defense component.
