Zelensky created a military administration in Odesa: who will lead
President Volodymyr Zelensky signed a decree to establish the Odesa City Military Administration. This administration will be formed in the Odesa district of the Odesa region. Its leader will be Serhiy Lysak, the former head of the Dnipropetrovsk Regional State Administration. According to decree No. 789/2025, this initiative takes effect from the date of publication.

The document states that the General Staff of the Armed Forces of Ukraine and the Odesa Regional State Administration must carry out the necessary measures related to the establishment of the military administration in accordance with the legislation on the legal regime of martial law.
