According to Главком: Ukrainian President Volodymyr Zelenskyy has sent an official letter to top EU leadership, voicing opposition to German Chancellor Friedrich Merz’s initiative that would grant Kyiv an associate member status within the bloc-without the power to vote. Ukraine is demanding full and equal integration into the European Union, insisting on fair treatment and equal rights.

In his letter, Zelenskyy noted that Merz’s plan, as reported by Spiegel, would allow Ukraine to attend sessions of the Council of the EU and the European Council, but only as an observer, with no voting rights in the European Commission or the European Parliament. The proposal also includes extending Article 42.7 of the EU treaties-covering mutual defense-to Ukraine, as well as offering a symbolic position as an Assistant Rapporteur at the Court of Justice of the EU. Additionally, it envisions a phased integration of Ukraine’s economy into the EU budget.

Unfairness of Associate Membership Status

Some diplomats in Brussels have pointed out that no such associate membership status currently exists and that creating one could require changes to EU treaties. Zelenskyy emphasized that it would be unjust for Ukraine to be present within the European Union yet remain without a vote.

The letter was addressed to European Council President António Costa, European Commission President Ursula von der Leyen, and Cypriot President Nikos Christodoulides, who currently holds the rotating presidency of the Council of the EU. The European Commission has already confirmed receipt of Chancellor Merz’s letter.
