Preparation for the heating season
According to Главком: On April 20, Ukrainian President Volodymyr Zelensky held a meeting with regional leaders dedicated to winter preparation. The meeting was attended by Prime Minister Yulia Svyrydenko, heads of regions, and government representatives. Following the meeting, resilience plans were approved for all regions, cities, and communities, which must be completed by September 1.
The Ukrainian government will allocate 12.85 billion hryvnias for the protection of 209 critical infrastructure facilities. These funds are intended for frontline regions and the Kyiv area, where urgent restoration work is needed. Full recovery and modernization of the country's energy sector is estimated to require 90.6 billion USD over the next ten years. Such investments are critically important for Ukraine's energy independence in the long term.
Assigned tasks and current issues
Volodymyr Zelensky noted that
“specific resilience plans have been approved for all our regions, cities, and communities”
. He emphasized that these documents clearly define the facilities requiring priority restoration, as well as tasks for local authorities to ensure guaranteed heating and electricity supply during winter, despite existing threats.
However, the president also stated that
“not all regions are currently functioning as needed to protect people”
. He pointed to a lack of understanding of the situation in Kyiv, where it is necessary to provide all city districts with sufficient backup sources of electricity and heating. In addition, Zelensky highlighted issues with several energy facilities in the Lviv region and called for clear coordination of actions from regional authorities and government structures.
Special attention during the meeting was paid to the following regions:
- Donetsk Oblast
- Chernihiv Oblast
- Poltava Oblast
- Kirovohrad Oblast
- Zaporizhzhia Oblast
- Kherson Oblast
- Lviv Oblast
- Kyiv city
The president instructed the commander of the Air Forces of the Armed Forces of Ukraine, together with the Minister of Defense of Ukraine, to organize additional training for crews in Kherson, Zaporizhzhia, Chernihiv, and Kharkiv.
“Our soldiers must have sufficient quantity and quality of means to respond to all types of ‘Shaheds’”
, Zelensky stated.
The head of state emphasized the importance of timely task fulfillment at the level of communities and regional administrations, noting that “every significant facility must be protected.” Approving resilience plans for all regions is a key step in preparing for winter in the face of ongoing threats. Allocating significant funds for the restoration of critical infrastructure demonstrates the priority of energy security.
